Gender Equality & Women’s Rights in the Busan Outcome Document

The Fourth High Level Forum on Aid Effectiveness (HLF-4) took place in Busan, South Korea, in 2011. HLF-4 had a mandate to assess implementation of the commitments from previous high level forums in Paris (2005) and Accra (2008) and, informed by evidence, set up a new and /or broaden existing framework to capture more complex reality of today’s development cooperation. Moving beyond aid to human rights-based development effectiveness was a key demand from civil society organizations (CSOs) that followed and continuous to follow the process.

This information pack is the outcome of a process engaged in by the African and other regional and global women’s networks to put internationally agreed development goals, gender justice, human rights, decent work and environmental sustainability at the center of the discussions and outcomes of HLF-4. It aims to serve as an information pack & engagement guide with an aim to explore the strengths and weaknesses of the just agreed Busan Partnership for Effective Development Cooperation – an outcome document of the HLF-4 – from the feminist perspective of FEMNET. Women’s Organizations and Gender Equality Advocates will find here the necessary background information on the mobilization and negotiation process, presentations and reviews of documents, and recommendations for policy engagement at national, regional and global level.
