Zero Tolerance Campaign Guidelines
The decision by the Heads of State of the International Conference of the Great Lakes
Region (ICGLR) in December 2011 to launch national zero tolerance campaigns on sexual
and gender based violence (SGBV), is clear indication of the commitment by governments
to end all forms of SGBV and promote respect for human rights.
The purpose of these guidelines is to provide support to member states of the Great Lakes
region as well as other stakeholders to develop effective national campaigns against SGBV
in their respective countries, in fulfilment of the commitment by Heads of State.
